Coalition Structure
The Coalition’s Policy Framework
Institute state legislation, polices, and regulations that promote hydrogen project development and statewide involvement to optimize the Texas business climate for leadership in large-scale hydrogen production and distribution technology. This will include:
  • Outlining policy recommendations for the state’s abundant domestic energy resources to stimulate the development of advanced technologies while also limiting pollution;
  • Providing financing, tax-exempt bonds, credits, write-offs, or economic incentives that promote hydrogen infrastructure development; and
  • Developing strategies to support and encourage federal commitment and necessary matching funds to construct and provide the necessary infrastructure for large-scale hydrogen production and distribution.
Develop bottom-up, market-driven strategies for collaborative efforts among industry, government, trade organizations and associations, academic and/or research, individuals, and the public. Such efforts will be supportive of policies and programs that stimulate Texas business development for hydrogen technology. This will include near-term, mid-term, and long-term strategies.
  • Near-term business strategies will focus on increasing mobile and stationary hydrogen utilization in the state.
  • Mid to long-term strategies will include lowering the distribution costs of largescale hydrogen production, increased efficiency, as well as overcoming the technical and statutory challenges associated with large-scale production and distribution.
