Goals & Objectives
- Utilize the abundant energy resources in Texas for hydrogen production including coal, natural gas, renewable resources, and existing hydrogen infrastructure.
- Assist and encourage large fleets to participate in projects that create hydrogen infrastructure opportunities.
- Support coal-to-hydrogen technology focusing on gasification technology, with carbon sequestration to occur in the abundant coal seams or saline formations in the State.
- Encourage continued development of adequate electric power transmission infrastructure to increase renewable hydrogen economic development activity.
- Promote research, development, and demonstrations of clean and renewable energy technologies that produce on-site hydrogen.

Establish Texas as an early market for commercially viable hydrogen, fuel cell products and related technologies that will stimulate the economy and provide employment opportunities in Texas by:
- Identifying immediate hydrogen consumers needing commercially available technology,
- Facilitating the timely, safe, and effective deployment of large-scale hydrogen energy infrastructure for transportation by 2015; and
- Providing convenient access to hydrogen fueling stations for Texans.
- Ensure consistent codes, standards, permitting, and regulatory processes by proactively pursuing national prominence with agencies and other states in the supply of hydrogen to the national jurisdiction of distribution systems.
- Facilitate a state-supported marketing, communications, and public education plan to maximize the visibility of hydrogen as a fuel.

Foster understanding, acceptance, and support of hydrogen for target audiences including:
- Industry
- Environmental
- Consumer
- The general public
- State legislative body and agency decision makers
Objectives
- Preparing preliminary scenarios, goals, and measurable targets that outline the potential for regional projects that are innovative models for large-scale hydrogen production, distribution, storage, and use – long-term goals with near-term deliverables, particularly for large volume hydrogen users.
- Continuing to encourage automakers and vehicle manufacturers to actively participate in the Texas market.
- Establishing/Assuming a national leadership role in developing hydrogen production and distribution energy project in Texas using its natural resources.
- Creating governmentally supported, not governmentally mandated, outcomes.
- Creating near-term initiatives leading to major long-term assets for attracting business investments and improving competitiveness.
- Focusing on building capacity in hydrogen economy segments that are strategically important to prospective government and industry partners.
- Demonstrating that a diverse group of industry partners can succeed in hydrogen production, distribution and utilization.
- Pursuing a common goal of maximizing the hydrogen potential for transportation fuel, electricity, heating, and cooling.
- Demonstrating that vibrant economic growth and environmental stewardship can coexist.
